Russell brings an extensive background in heavy civil construction operations of over 45 years with a portfolio of work on major infrastructure projects including highways, bridges, tunnels, and transmission pipelines. This experience has served him and our clients well at Delmarva, enabling efficient decision-making when conditions change in the field.
