Who We Are

In 1999, Matt branched out on his own to establish Delmarva Site Development. As the founder, Matt Facchina leads the team using his more than 35 years of heavy civil construction experience. Starting in the heavy civil side of the construction industry working primarily on public infrastructure projects he gained a great breadth of experience working on a multitude of complex projects.

Since founding the company, Matt has expanded Delmarva’s services to include site development, public highway construction, and soil stabilization. Today, Delmarva is a full-service contractor equipped to handle large scale projects throughout the Mid-Atlantic.  Despite this growth, Matt has maintained his original goal: to run a company that is personal, both for employees and for customers. He prides himself on his involvement in every project, building lasting relationships and providing the highest quality product to his clients.

Ryan came to the Delmarva team in 2016 after spending the beginning of his career in Virginia working on heavy civil public infrastructure projects and large-scale site development. A 2009 graduate of Virginia Tech with a B.S. in Civil Engineering, he leverages his experience, technical, and analytical skills to deliver value to our clients in both the preconstruction and operational phases.

Russell brings an extensive background in heavy civil construction operations of over 45 years with a portfolio of work on major infrastructure projects including highways, bridges, tunnels, and transmission pipelines. This experience has served him and our clients well at Delmarva, enabling efficient decision-making when conditions change in the field. He approaches his work with a genuine and congenial demeanor, continually keeping our clients and the rest of the management team abreast of field operations on numerous projects.

Tracy started with Delmarva the same year that it was founded in 1999. He brings over 45 years of experience in the heavy civil construction industry to Delmarva today to manage field operations and oversee the equipment fleet at the company. A strong work ethic and great attention make Tracy an invaluable asset to Delmarva and our customers.

Raul has been in the safety and risk management field since 2000, and through that time has developed a broad background in the heavy civil construction industry. He utilizes this experience to implement a common sense safety approach to our field operations that has strengthened the culture of safety at Delmarva Site Development.

Jim has worked in the construction industry since 1974, bringing over 45 years of experience to the Delmarva team. He relies on this extensive experience to routinely deliver projects for our clients on time and under budget despite the reality of our dynamic industry. He is instrumental to the success of every one of Delmarva’s projects, and he brings professionalism and authenticity to all of his work.

Barbara joined the Delmarva in 2006 and brings over 25 years of experience in the land development field to our team. Working as Controller, she is responsible for countless items that allow our business to work smoothly including the oversight of accounts payable, accounts receivable, and the general financials of the company.

Teresa has been with Delmarva since 2009 and possesses over 30 years of management experience. The attention to detail and professionalism that Teresa brings to her work ensures that our clients are kept up to speed on all contractual matters.
